The heritage officer rises to deliver the final ruling, and for one suspended moment the entire town hall holds its breath. Chloe grips her notebook so tight her knuckles go white. Mr. Chen sits with perfect stillness, eyes closed. Gerald Hooper clutches his folder, shoulders rigid. Even Detective Park is frozen mid-lean, his rumpled blazer forgotten. Then the words come — clear, warm, and final: the Willowmere Community Garden is protected in perpetuity. The room erupts. Rosie leaps onto her chair screaming with joy. Marco throws both flour-dusted arms in the air. Dev and his grandmother embrace, tears streaming. Harriet Bloom and Father Bernard shake hands with the warmth of two old soldiers who have fought the good fight together. And Chloe — Chloe stands in the middle of the chaos, tears running freely down her face, and for the first time since she arrived in Willowmere she does not wonder whether she belongs. She knows. She writes it down in her blue notebook, the ink a little smeared, but the words clear: 'We are home.'
